SANTA MONICA, Calif. (CNS) -- Santa Monica's Entertainment Zone, which allows for outdoor drinking of alcohol along part of the city's Third Street Promenade, opens Friday with a soft launch.
Adults of legal drinking age will eventually be able to purchase a drink from a participating, licensed business and consume it outside between 11 a.m. and 10 p.m. on Fridays, Saturdays and Sundays. The soft launch has limited hours.
The outdoor drinking must be done within the entertainment zone boundaries and participants must display a city-approved wristband distributed by the licensed businesses.
The city council approved the zone in May as part of a broader effort to juice business on the promenade, an area where blocks are closed to street traffic.
"Initially proposed just for events, the vision for the Entertainment Zone has updated hours and activations to allow brunch guests and daytime visitors to partake ... while they enjoy Santa Monica's beautiful weather and outdoor entertainment,'' according to a city statement. ''The Entertainment Zone will be in full swing during the annual Pride on the Promenade event, Santa Monica's premier Pride celebration on Saturday, June 21, from 2-7 p.m.''
Businesses participating in the scheme include: 1212, Barney's Beanery, Cabo Cantina, Casa Martin, Holey Moley and Pickle Pop.''
City leaders say Santa Monica's Entertainment Zone is the first in Southern California and was made possible by state Senate Bill 969, which allows local governments to create designated outdoor areas where open containers of alcoholic beverages can be consumed if bought from participating restaurants and bars.
"Santa Monica is continuing to re-imagine the experience on the Third Street Promenade,' Mayor Lana Negrete said in a statement. ''As a small business owner myself, I can say from experience that a rising tide lifts all boats, and bringing interest and vitality to our downtown will be felt across our city's business community as a whole.''
For the soft opening, the zone will operate from 11 a.m. to 10 p.m. on Fridays, Saturdays and Sundays. Entertainment Zone participants must be wearing a city-approved wristband distributed by a participating business and abide by the Entertainment Zone rules.

SANTA MONICA, CA — Cheers! It will soon be legal to walk around parts of Downtown Santa Monica with a cocktail in hand.
The Santa Monica City Council on Wednesday approved what's known as an Entertainment Zone for the 3rd Street Promenade between Wilshire Boulevard and Broadway. In that zone, located in the heart of the city's pedestrianized commercial corridor, visitors will be able to purchase alcoholic beverages at certain bars and restaurants and consume them anywhere within the zone.
Here are four things to know:
Entertainment Zones are allowed under SB 969, which went into effect this year. The law allows local governments to create designed outdoor areas where open container prohibitions are lifted for beverages purchased from participating restaurants and bars.
Four such zones have been created in San Francisco, most recently in the Castro District.

The program will begin with a "soft rollout" in early June, with initial hours of Friday through Sunday from 6 p.m. to 2 a.m.
The official launch is set for June 21, during the annual Pride on the Promenade celebration.
If all goes well, city officials hope to expand the program to 8 a.m. to 2 a.m. seven days a week.
It won't be a free-for-all. Participating businesses (which need to sign an agreement with the city to participate) will need to check IDs as they normally do and provide customers with a city-approved wristband. Revelers will need to wear those wristbands while consuming alcohol outside.
The only alcohol that can be consumed in the zone is that served by participating establishments and served in to-go cups (which can't be made from metal or glass).
After you get your drink from a certain bar, you're allowed to take it outside onto the promenade. From there, you'll be able to window shop and enjoy any activities happening out on the street. But before you go inside another business, you'll be required to finish your drink.

At bistro Pasjoli, chef Dave Beran crammed a duck carcass into a gleaming, bell-shaped, medieval-looking contraption, and table-side dining in Los Angeles was never the same.
When Beran opened the restaurant in Santa Monica in the fall of 2019, he ushered in a new wave of French dining in L.A. He reimagined French classics like the whole pressed duck, caramelized onion tart and foie de poulet à la Strasbourgeoise (brioche stuffed with chicken liver that mimics the velvety texture and offal funk of foie gras), sending food obsessives into a butter-fueled tizzy.
Then COVID-19 hit, and ever since, the restaurant has undergone a series of changes to its menu and format, ever striving to embody the spirit of the neighborhood French bistro in Beran’s mind.

“After five or so years, restaurants need refreshes,” he says. “They look worn out, beat up. With all that, we sat down and said maybe it’s time to really rethink what this is for ourselves and for the neighborhood.”
That refresh will include lighting, plants, rearranging of furniture, paintings and artwork as well as a complete overhaul of the back patio.
The bar and lounge area, a focal point of the restaurant, will expand with seating in the front window that looks out onto Main Street. Beran is also looking at how he can rearrange labor.
“We want to make sure there are hints of the Pasjoli we know, but that it clearly looks like it has evolved in some way,” says Ann Hsing, chief executive and chief operating officer of Beran’s restaurants. “We don’t want it to go away completely.”
Beran and his staff have already started reworking the menu, but plan to keep a few of Pasjoli’s signature dishes. The pressed duck will remain in limited quantities, with a return to the table-side presentation on rolling carts. Currently, the duck press presentation is relegated to one an evening, at a counter in front of the open kitchen.
The burger, the chicken cordon bleu wings and a version of the grilled cheese will be available, along with a broadened spirits and cocktail program. When Pasjoli opened, it exclusively featured French spirits.
“As we were looking at the food, there’s a difference between the really photogenic and thought-out, meticulous dish and that just kind of trashy, devious plate that you want to take a nap in,” says Beran. “We captured that with the grilled cheese, whereas I think some of our food, even though I think it’s cool and intelligent, I don’t think it’s as craveable.”
To hear Beran, the hyper-ambitious chef who just last winter opened another cerebral, high-end tasting-menu restaurant named Seline, talk of “trashy food” of any kind, is as jarring as it is exciting. For the new Pasjoli, he’s thinking about mini versions of French onion soup (“souplettes”) and French onion fondue, duck poutine and table-side cocktails.
The goal is to be more approachable, more interactive and a lot more fun. And at Seline, he can continue to flex his fine-dining muscles.
“I do wonder if personally, my own kind of drive to create kept pushing Pasjoli fancier than it was ever supposed to be,” he says. “I don’t really know, but it helps that I have the creative outlet at Seline as well.”
The new Pasjoli is slated to open June 12.
“There are a lot of ideas being thrown around,” he says. “Throw out a bunch of absurd ideas and one of them is bound to be good.”
