    A lengthy investigation began when evidence surfaced that high school diplomas had been approved by the district for non-resident students.

    PERRIS, CA — A comprehensive audit of the Val Verde Unified School District in Perris that was prompted by actions connected to an overseas education program uncovered "serious compliance concerns," according to findings published Wednesday.

    "Our responsibility is to safeguard the integrity of public education and ensure that taxpayer resources are used lawfully and transparently," Riverside County Superintendent of Schools Edwin Gomez said. "This audit identified serious concerns that merit further review by the appropriate authorities. We will continue to act with integrity, follow the law and ensure that the interests of students and the public remain at the center of every decision."

    The school district was made aware of the findings Wednesday but did not immediately respond to requests for comment.

    According to the county Office of Education, the audit, which was authorized under provisions of the state Education Code, followed revelations of a "concerning relationship" between VVUSD and Pegasus California School in Qingdao, China.

    The Office of Education retained the Los Angeles law firm founded by former U.S. District Judge Stephen G. Larson to scrutinize the district's operations. Larson's staff also previously handled a substantial audit of the county's Department of Child Protective Services.

    Officials said the VVUSD probe began after evidence surfaced that high school diplomas had been approved by the district for non-resident students at the Chinese school. There were also indications of potential malfeasance and conflicts of interest, according to the Office of Education.

    Larson's findings resulted in a narrative spanning more than 1,000 pages, which the Office of Education condensed to a single-page executive summary.

    "The audit identified serious compliance concerns," the summary stated, affirming evidence pointing to the likely issuance of diplomas to "students who did not meet applicable legal or residency requirements."

    "There was evidence raising concerns regarding internal controls, fiscal oversight and the potential for unlawful financial practices associated with the district's international program," according to the summary. "These findings are based on documented evidence reviewed during the audit and are subject to further review and determination by the appropriate authorities."

    The Office of Education said that, along with the VVUSD governing board, the Office of the State Controller, administrators for the California Superintendent of Public Instruction and the Riverside County District Attorney's Office had been informed of the findings.

    "The Office of Education ... remains committed to ensuring appropriate corrective actions are taken where warranted," according to the agency.

    MURRIETA, CA — The Quick Quack business site in Murrieta has sold for $6.9 million, according to realtors. The two-tenant property features two separate, stand-alone pads over just under 2 acres at the corner of California Oaks Road and Jackson Avenue, the existing car wash and Popeyes Louisiana Chicken.

    "The transaction closed before Popeyes commenced construction and opened for business," a spokesperson from Hanley Investment Group said in a recent media release. The buyer, a private 1031 exchange investor based in California’s Central Valley, was represented by Brendan Tyoran and Jake Linsky of Matthews Real Estate Investment Sales.

    Hanley Investment Group’s Senior Vice President Sean Cox and Executive Vice President Bill Asher represented the seller, a private developer based in Orange County, California. He spoke on the land deal and how it transpired.

    “We generated multiple qualified offers from California‑based buyers and ultimately procured an all‑cash 1031 exchange buyer from California’s Central Valley,” said Cox. “We strategically marketed the property, promoting Quick Quack’s rare upcoming 12% rent increase to help maximize value and secure premium pricing for the seller.”

    The Car Wash operates under a 20‑year absolute triple‑net ground lease with approximately 17 years remaining, including 12% rental increases every five years and multiple renewal options. The Popeyes’ site will occupy 1,983 square feet under a new 20‑year absolute triple‑net ground lease with 10% rental increases every five years.

    Popeyes is scheduled to start construction soon at the site, according to Cox.

    "The store is not built and open yet, but Popeyes is paying rent. Both leases offer long‑term, sustainable rents and no landlord responsibilities, providing stable, predictable cash flow for the buyer," the release said. Meanwhile, Quick Quack Car Wash operates more than 300 locations across California, Arizona, Texas, Utah, Colorado, Oklahoma and Washington.

Milton Group has operated in the Murrieta trade area for more than 20 years and is relocating from a successful nearby location to the subject property.

    The California Distinguished Schools Program recognizes exceptional schools that demonstrate exemplary student outcomes. Murrieta Mesa High School, Vista Murrieta High School, and Dorothy McElhinney Middle School were named to the program for 2026, along with 405 other middle and high schools across California.

    In total, 15 Riverside County middle and high schools were selected this year (see list below).

    State Superintendent of Public Instruction Tony Thurmond said all the campuses selected for the program worked to "move the needle for student achievement, no matter what."

    He continued, "An excellent public education has the power to transform lives, and I commend the educators and school communities who have dedicated themselves to producing exemplary results. This year’s California Distinguished Schools represent the hard work of our middle and high school educators and school staff, who provide our secondary students with life-changing educational opportunities."

    The California Distinguished Schools Program was launched in 1983, and it remains one of the state’s most important ways to celebrate exceptional schools, districts, teachers, and classified employees for their innovation, talent, and success in supporting students.

    The 2026 California Distinguished Schools, along with 2025 California Blue Ribbon Schools, 2026 Green Achievers, 2026 Exemplary Dual Enrollment Award Schools, and 2025 Civic Learning Awards of Excellence, will be recognized at the Disneyland Hotel in Anaheim on April 24.
