    Construction Management Phases

Typically, a commercial construction project includes three phases and can take years or more to complete, depending on the scope of the project. The three phases of construction include:

Commercial Property Management Lake Elsinore, CA

    Design Phase

The main tasks of this phase include selecting architecture and engineering consultants, developing the engineering scope while coordinating with the building engineer, and preparing the budget and schedule. It also involves issuing drawings for permits stand reporting progress to the property owner.

Property Management Services Lake Elsinore, CA

    Bidding Phase

During the bidding phase, we will first prepare a request for proposal and select suitable contractors to bid on the project. Following this, a pre-construction meeting will be held to discuss the project scope and review the relevant building rules, regulations, and requirements.

Once bids are received, we will thoroughly evaluate and qualify them, preparing a bid comparison to facilitate the contractor selection process. After selecting the most qualified contractor, we will report the results and progress to the owner, ensuring transparency and alignment with their expectations.

Commercial Property Management Lake Elsinore, CA

    Construction Phase

The construction process begins with closely monitoring the demolition to ensure compliance with building regulations, followed by the creation of a construction progress meeting schedule. It is essential to resolve any field conflicts that may arise, alongside reviewing change orders to keep everything on track.

Throughout the construction phase, we monitor all ongoing work and maintain effective communication with the tenant regarding their needs. We also help coordinate important aspects like telephone and data services, furniture arrangements, and the tenant's move-in date. Additionally, a thorough review of payment applications and supporting documents, including lien waivers, is necessary to maintain financial transparency. As the project nears completion, preparing a punch list and managing the contract close-out, along with providing onsite supervision, ensuring quality control, and finalizing finishing details, sets the stage for a smooth move-in process

Will the Los Angeles Real Estate Market Recover After Recent Wildfires?

If you just read the headline above, chances are you or someone you know has been affected by the recent wildfires in Los Angeles County. They have left an enduring and depressing mark on our region's commercial real estate scene. In fact, the recent fires obliterated over 16,200 buildings and devastated more than 57,000 acres. This devastation has had a profound effect on commercial real estate in sectors like office, industrial, and multifamily properties.

Let's take a closer look at the short and long-term impacts of these wildfires, as well as recovery resources for those affected and what the future looks like in LA commercial real estate.

Property Management Services Lake Elsinore, CA

    The Aftermath

The fires caused significant damage, with property losses estimated between $30 billion and $45 billion, affecting crucial commercial hubs like office parks and retail spaces. Insurance premiums in high-risk areas have surged, prompting many property owners to seek limited coverage through the California FAIR Plan after insurers decline renewals. This disaster has led businesses to reconsider leasing in high-risk locations - a trend that could disrupt the existing commercial property market.

    Long-Term Impact

Some of the long-term impacts of the recent California wildfires may include:

    Revival of the Industrial Market

The rebuilding process is anticipated to create substantial demand for industrial space, especially for industrial outdoor storage (IOS) properties. This could help fill current vacancies and encourage new development, although it may not immediately reduce decade-high vacancy rates.

    Construction Costs and Regulatory Challenges

Tighter fire safety regulations and escalating construction expenses will make the rebuilding process more challenging. These elements could postpone projects and raise costs for both property owners and developers.

    Small Business Recovery Resources

The California government has mobilized resources to support businesses and individuals affected by the Los Angeles wildfires. The California Office of the Small Business Advocate (CalOSBA) has created a list of recovery resources on the Outsmart Disaster website, including Disaster Recovery Centers (DRCs) and Business Recovery Centers (BRCs) for federal and state assistance. There are also grant programs available, like the LA Region Small Business and Worker Relief Funds and tax relief from the California Department of Tax and Fee Administration. These initiatives aim to facilitate the recovery process for those impacted by the wildfires.

    The Road Ahead

The path ahead will be complicated and will include regulatory obstacles, rising construction expenses, and changes in investor confidence. In spite of these difficulties, rebuilding initiatives present an opportunity to rejuvenate the industrial sector and tackle current market disparities. That's where Canon Business Properties, Inc. comes in. If your commercial or industrial property has been compromised by the LA wildfires, know that our commercial construction management services in Lake Elsinore, CA, can help. As property owners in LA recover, we'll be there by their side to help rebuild and navigate the nuanced interplay of economic, regulatory, and environmental factors affecting our market's future.

INLAND EMPIRE, CA — Home sales rose significantly last month in the Inland Empire and statewide as slightly more favorable mortgage rates encouraged buyers to enter the market, the California Association of Realtors announced Tuesday.

Sales of existing, single-family homes in California totaled 274,820 in February on a seasonally adjusted annualized rate, up 7% from January's total, but down 0.3% from February 2025.

In the Inland Empire, sales were up 9% from last month, but down 3.7% from last year, while in Riverside County sales were up 20% from January but down 4% from February of 2025.

"Following a soft start to the year, the housing market regained momentum in February, with both sales and prices showing solid gains," CAR President Tamara Suminski said in a statement. "The conflict in the Middle East is creating some uncertainty for the broader economy and financial markets, which could lead to some short-term hesitation in the housing market. We remain hopeful though that the situation will stabilize in the weeks ahead, allowing market fundamentals and buyer and seller confidence to reassert themselves."

Statewide prices were also up last month, with California's median home price rising 0.9% from January to February, to $830,370. That represents a 0.2% increase from one year ago.

In the Inland Empire, the average price rose 1.1% in February to $601,350, 1.6% lower than February 2025. Riverside County's average price was down 1.3% last month to $631,000, which is 2.4% lower than one year ago.

"While mortgage rates remain below year-ago levels, they recently jumped to their highest level in seven months and could temper buyer momentum as we head into the spring homebuying season," CAR Senior Vice President and Chief Economist Jordan Levine said. "However, many homeowners remain locked in to historically low rates, and inventory remains tight, so any stabilization in rates could help bolster home prices in the spring market despite ongoing affordability and economic challenges."

The county with the highest median home price in California in February was Mono County at $2.35 million, after increasing 50% from last month. The lowest median price was Lassen County's $199,000, after a 22% drop from last month.

LAKE ELSINORE, CA — Riverside County's Environmental Health Department temporarily closed or cited 11 restaurants and food trucks between Feb. 3 and March 4, due to immediate health concerns.

Each month, inspectors conduct both scheduled and unscheduled visits and identify “health hazards” for restaurant patrons. This month, health issues that caused immediate concern included failed hot water tanks, improper refrigeration temperatures, and rodent infestations. One closure occurred due to a fire at that facility, according to inspection reports.

Restaurants, if possible, can address issues immediately before inspectors leave the premises, or, at times, are forced to close to fix larger problems. They face subpar grades and, at times, lengthy closures due to vermin, failed plumbing and other issues.

The following restaurants faced minor or major violations, according to the most recent 'Food Facility Closures Report’ issued on March 4:

    Recent Restaurant Health Closures:

Just Java Coffee, located at 42102 Washington St. #1A in Bermuda Dunes, was temporarily closed on Feb. 18 due to insufficient hot water inside the facility, according to Riverside County health inspectors. Although a reinspection was scheduled for Feb. 25, no update has been shared by Environmental Health inspectors.

Station 2 Pizza, located at 31574 Railroad Canyon Road in Canyon Lake, was temporarily closed on Feb. 23 after inspectors found evidence of a rodent infestation. The restaurant was allowed to reopen on Feb. 24 after the issue was addressed and proper pest control was established.

More Than Health, located at 440 River Road, Suite A in Corona, was temporarily closed on Feb. 10 due to insufficient hot water, according to inspection reports. Those repairs were slated for completion by Feb. 17, though no update has been released by Environmental Health inspectors.

Qtea Boba & Food, located at 28781 Highway 74, Suite B in Lake Elsinore, was temporarily closed on Feb. 19 due to a cockroach infestation. The restaurant reopened on Feb. 20 after pest control measures were completed.

The same Qtea Boba & Food location was also closed earlier on Feb. 17 for cockroach activity and was allowed to reopen after the infestation was addressed.

Taco Infiel, a food truck located at 23670 Tower St. in Moreno Valley, was temporarily closed on Feb. 18 due to insufficient hot water in the facility. The owners corrected the issue and reopened the following day on Feb. 19.

Palm Desert Local Mart Inc., located at 45200 Portola Ave. in Palm Desert, was temporarily closed on Feb. 24 due to a cockroach infestation. Inspectors allowed the business to reopen on Feb. 27 after pest control measures were taken.

Farmer Boys Restaurant, located at 145 Ramona Expressway in Perris, was closed on March 4 due to a fire at that facility. There was no immediate word on when the repairs would be made to reopen the restaurant.

Fisherman’s Retreat, located at 32300 San Timoteo Canyon Road in Redlands, was temporarily closed on March 2 due to a lack of water supply. Inspectors reported a problem with the well pump, which was under repair. There has been no update as of March 4.

Surfin Chicken, located at 6250 Valley Springs Parkway in Riverside, was temporarily closed on Feb. 11 due to insufficient hot water. Inspectors allowed the restaurant to reopen on Feb. 25 after the issue was resolved.

El Belicon Street Cocina, a mobile food truck located at 2805 Chicago Ave. in Riverside, was closed on Feb. 5 due to health violations noted during inspection, specifically related to a handwashing station. The mobile was allowed to reopen on Feb. 11, according to Environmental Health reports.

Mariscos El Genio LLC, a mobile food truck located at 4664 Vine St. in Riverside, was temporarily closed on Feb. 4 after inspectors found a water tank and plumbing in disrepair. The plumbing was fixed, and the food truck was allowed to reopen on Feb. 5, according to Environmental Health inspection reports.

RIVERSIDE COUNTY, CA — It's time to stop and smell the flowers in Riverside County. Residents and visitors seeking an up-close look at rich flower blooms as winter loosens its grip can get their first glimpse Friday around Diamond Valley Lake, where the Metropolitan Water District of Southern California will open the "Wildflower Trail."

Known as the The Judy Abdo Wildflower Trail, it is scheduled to officially open to trekkers at 6:30 a.m. Friday. Rangers will close it at 4:30 p.m. Afterward, the 1.3-mile path will be available for use Wednesdays to Sundays during the same hours. Starting March 8, access will be permitted until 5:30 p.m.

Trailhead parking passes run $11, and the trail access fee is $4.

"Thanks to the late fall and early winter storms, colorful blooms are already dotting the hillsides above the reservoir," the MWD said in a statement Wednesday. "Visitors can typically expect to see vibrant California poppies, deep blue arroyo lupines, purple Canterbury bells, yellow rancher's fiddleneck, delicate white popcorn flowers and pink red maids."

The poppy blooms are enormously popular. In 2019, blossoms carpeting hillsides around Lake Elsinore triggered so much attention that Interstate 15 became a virtual parking lot over several weekends. Lake Elsinore has since worked to implement more strict road and trail closures in the name of public safety. In 2026, however, no Lake Elsinore roadway closures are planned, according to a city spokesperson.

Anza Borrego is seeing its share of wildflowers in 2026, however. With the rapid warming weather, the desert wildflowers are bursting, according to the Anza Borrego Foundation. They released a wildflower viewing map for those who want to head to the desert to photograph and see the blooms.

Near Diamond Valley Lake, however, the vast Judy Abdo Wildflower Trail abutting Diamond Valley Lake is part of the Southwestern Riverside County Multi-Species Reserve, encompassing 9,000 acres of protected space.

This pathway runs in a loop and can be accessed from the DVL Marina parking area, near the intersection of Domenigoni and Searl parkways, according to the MWD.

"It's rated as an easy-to-moderate hike with some rugged terrain," the MWD stated. "Along the route, visitors are treated not only to seasonal colors but also panoramic views of the Southland's largest drinking water reservoir."

The agency emphasized that hikers must obey all the rules of the preserve.

"Wildflowers must not be picked, and guests are asked to remain on designated trails to protect sensitive habitat and wildlife," according to the MWD. "Rattlesnakes are common in the area, particularly during warmer months, and hikers should remain alert."

Rangers will close access on Mondays and Tuesdays.
